Yo particularmente utilizo TopStyle Pro, que no es gratuito, Adobe DreamWeaver (la CS3 ha implementado las funciones para edición de CSS y por supuesto tampoco es gratuito) o un simple editor de texto, incluso a veces funciono con Firebug o Web Developer, excelentes extensiones para Firefox.
